What strikes in the reactions to the exceptional devices that have been actuated in our country (and not only in this one) is the incapacity to observe them beyond the immediate context in which they seem to operate. Rare are those who try instead, as a serious political analysis would impose to do, to interpret them as symptoms and signs of a wider experiment, in which a new paradigm of governance of humans and of things is at play. Already in a book published seven years ago, that is now worth rereading carefully (Tempêtes microbiennes, Gallimard 2013) Patrick Zylberman described the process through which health safety, left until then at the margins of political calculations, was becoming an essential part of state and international strategies. In question is no less than the creation of a sort of “sanitary terror” as an instrument to govern what had been defined as the worst case scenario. It is according to this logic of the worst that already in 2005 the World Health Organization had announced between “two and 150 million deaths due to the coming avian flu,”* suggesting a political strategy that states were not yet prepared to receive then. Zylberman shows that the device that was suggested was articulated in three points: 1) construction, based upon a possible risk, of a fictitious scenario, where data is presented in order to favor behaviors that allow to govern in an extreme situation; 2) adoption of the logic of the worst as a political regime; 3) the integral organization of citizens’ body in order to reinforce the adhesion to governmental institutions to the maximum, producing a sort of superlative civism in which the imposed obligations are presented as proof of altruism and the citizen no longer has a right to health (health safety), but becomes obliged to health juridically (biosecurity).
What Zylberman described in 2013 has duly occurred today. It is evident that, besides the emergency situation tied to a certain virus that could leave its place to another one in the future, in question is the design of a paradigm of governance whose efficacy greatly surpasses that of all forms of government that the political history of the West has known until now. If already, in the progressive decadence of ideologies and political faiths, security reasons had permitted the acceptance by citizens of limitations to liberty that they were not willing to accept before, biosecurity demonstrated itself to be capable of presenting the absolute cessation of every political activity and of every social relationship as the maximum form of civic participation. It was thus possible to view to the paradox of leftist organizations, traditionally accustomed to vindicate rights and denunciate violations of the constitution, unreservedly accept limitations on liberty decided by ministerial decrees lacking any legality and that even fascism had ever dreamed it could impose.
It is evident — and governmental authorities themselves do not stop reminding us — that the so called “social distancing” will become the model of politics that awaits us and (as the representatives of a so called task force, whose members find themselves in evident conflict of interest with the function they should be exercising, have announced) that will take advantage of this distancing in order to substitute everywhere the technological digital devices to human relationships in their physicality, having these become suspects of contagion as such (political contagion, that is). University lectures, as the MIUR [Ministry of Education, University and Research] has already recommended, as of next year will take place online stably; we will no longer recognize each other by looking at each other in the face, which could be covered by a face mask, but through digital devices that will recognize mandatorily obtained biological data and every “gathering,” whether political or friendly, will continue to be forbidden. In question is an entire conception of the destinies of human society in a perspective that in many respects seems by now to have taken over from religions at their sunset the apocalyptic idea of an end of the world. After politics had been replaced by the economy, now in order to govern even that must be integrated with the new biosecurity paradigm, to which all other needs will have to be sacrificed. It is legitimate to ask ourselves if such a society will be able to define itself as human or if the loss of sensible relationships, of faces, of friendship, of love could be truly compensated by an abstract and presumably totally fictitious sanitary security.

Il virus proviene da un laboratorio? Forse no — ma espone la minaccia di una corsa alla bioguerra
Pericolosi patogeni vengono catturati in natura e resi più letali nei laboratori di bioguerra dei governi. Può essere accaduto in questo caso?

Non vi è prova scientifica che il nuovo coronavirus sia stato ingegnerizzato, ma le sue origini non sono perfettamente chiare. Patogeni mortali scoperti nella natura vengono a volte studiati nei laboratori — e a volte resi più pericolosi. Questa possibilità, ed altri plausibili scenari, sono stati incorrettamente respinti da parte di alcuni scienziati e rappresentanti governativi e da parte della maggior parte dei media principali.

Origini di questa pandemia a parte, esiste una considerevole documentazione sul fatto che la corsa alle bioarmi che avviene all’insaputa del pubblico potrebbe produrre pandemie ancor più mortali in futuro.

Nonostante la maggior parte dei media e delle istituzioni politiche minimizzino la minaccia posta da questo tipo di attività nei laboratori, alcuni falchi della destra americana come il senatore Tom Cotton, repubblicano dell’Arkansas, hanno caratterizzato come particolarmente pericolosi i ricercatori cinesi sulla difesa biologica.

Ma ci sono tutti gli indizi che le attività dei laboratori negli Stati Uniti pongano una minaccia uguale a quella posta dai laboratori cinesi. Inoltre, i laboratori americani operano in segreto e sono notoriamente inclini agli incidenti.

L’attuale dinamica della corsa alle bioarmi è stata favorita da decisioni del governo americano che risalgono a decenni fa. Nel dicembre del 2009, l’agenzia di stampa Reuters ha riportato che l’amministrazione Obama si era rifiutata di negoziare persino il possibile monitoraggio delle armi biologiche.

Negli Stati Uniti, la maggior parte della sinistra pare adesso non voler mettere sotto scrutinio le origini della pandemia ­ — o le più ampie problematiche della bioguerra — forse perché porzioni della destra anti-cinese hanno alzato particolarmente il tono con accuse infondate.

I governi che partecipano alla ricerca sulle armi biologiche generalmente fanno distinzione tra “bioguerra” e “biodifesa” per giustificare la necessità dei programmi di “difesa”. Ma questo è un gioco retorico di prestigio; i due concetti sono praticamente indistinguibili.

La “biodifesa”, un’implicita e tacita bioguerra, genera patogeni altamente pericolosi con la presunta motivazione di cercare un modo per combatterli. Mentre questa attività pare abbia avuto successo nel trovare agenti infettivi e mortali, inclusi ceppi di influenza più letali, tale ricerca di “difesa” è incapace di difenderci da questa pandemia.

Lo studioso di legge che ha redatto la principale proposta di legge statunitense in questo campo, Francis Boyle, nel suo libro Biowarware and Terrorism [Bioguerra e terrorismo], pubblicato nel 2005, aveva messo in evidenza il fatto che “una corsa agli armamenti biologici con potenziali conseguenze catastrofiche” fosse in corso, guidata principalmente dal governo degli Stati Uniti.

Per anni, molti scienziati hanno espresso preoccupazioni sull’attività dei laboratori di bioarmi/biodifesa e in particolare sul fatto che i finanziamenti sono aumentati notevolmente dopo l’11 settembre 2001. In particolare, ciò è avvenuto dopo gli attacchi di antrace tramite posta che uccisero cinque persone nelle settimane che seguirono l’11 settembre e per i quali l’FBI eventualmente incolpò uno scienziato di biodifesa del governo degli Stati Uniti. Uno studio del 2013 ha appurato che dal 2001 i finanziamenti alla biodifesa sarebbero ammontati ad almeno 78 miliardi di dollari, e questa cifra è sicuramente aumentata da allora. Ciò a portato ad una proliferazione nel numero di laboratori, scienziati e nuovi organi, scatenando una corsa alle armi biologiche a tutti gli effetti.

In seguito all’epidemia di Ebola in Africa occidentale nel 2014, il governo degli Stati Uniti aveva sospeso i finanziamenti per la ricerca sui cosiddetti “guadagni di funzione” per certi organismi. In realtà questa attività è atta a rendere ancor più letali patogeni già mortali, in alcuni casi rendendo aerotrasportati patogeni che in precedenza non lo erano. Senza che fosse notato al di fuori del settore, la moratoria su tale ricerca è stata rimossa nel tardo 2017.

Durante la moratoria erano state fatte delle eccezioni per i finanziamenti ad attività di laboratorio su i pericolosi guadagni di funzione. Tra queste vi era l’attività di ricerca comune da parte dell’università della Carolina del nord, Harvard e dall’istituto di virologia di Wuhan. Quest’attività — che riceveva finanziamenti, al tempo non pubblicizzati, da parte di USAID e di EcoHealth Alliance — venne pubblicata sulla rivista Nature Medicine nel 2015.

Un altro articolo di Nature Medicine riguardante l’origine della presente pandemia, scritto da cinque scienziati e pubblicato il 17 marzo, è stato disseminato dai media e da alcuni funzionari — incluso l’attuale direttore del National Institutes of Health [Istituti nazionali della sanità] Francis Collins — come prova definitiva contro l’origine in laboratorio del nuovo coronavirus. Nell’articolo, intitolato The proximal origin of SARS-CoV-2 [L’origine prossimale del SARS-CoV-2], viene inequivocabilmente dichiarato: “Le nostre analisi mostrano chiaramente che il SARS-CoV-2 non è stato costruito in laboratorio e che non si tratta di un virus manipolato volontariamente”. Questa frase è velatamente ingannevole. Nonostante gli scienziati dichiarino che non esiste una “firma” di laboratorio nell’RNA del SARS-Cov-2, il loro ragionamento non prende in considerazione altri metodi di laboratorio che potrebbero aver creato mutazioni del coronavirus senza lasciare traccia.

Inoltre, c’è una problema di conflitto d’interessi che riguarda l’articolo su Nature Medicine. Alcuni degli autori dell’articolo, e di una lettera del febbraio 2020 al Lancet che ha condannato “i complottismi che suggeriscono che il COVID-19 non abbia avuto origine in natura” — il che sembra sia stato calcolato per minimizzare uno scrutinio esterno delle attività dei laboratori di biodifesa — hanno preoccupanti legami con il complesso della biodifesa e con il governo degli Stati Uniti. Da notare è che nessuno di questi due articoli chiarisce il fatto che un virus che ha avuto origine in natura possa essere catturato e studiato in laboratorio prima di essere rilasciato intenzionalmente o anche accidentalmente — una chiara possibilità nel caso del coronavirus.

Fatti e “dicerie”

A una conferenza stampa dell’ormai defunto National Press Club [Circolo stampa nazionale] tenutasi questo 11 febbraio dove era presente un rappresentante del Center for Disease Control (CDC) [Centro per il controllo delle malattie] ho fatto domande a questo riguardo. Ho chiesto se fosse una “totale coincidenza” il fatto che la pandemia abbia avuto inizio a Wuhan, l’unico posto in Cina con un dichiarato laboratorio di biosicurezza livello 4 (BSL4). I laboratori BSL4 sono dotati dei più stringenti sistemi di sicurezza, ma lavorano con i patogeni più mortali. Come ho già menzionato, è strano che il nuovo coronavirus abbia avuto origine nelle grotte dei pipistrelli nella provincia di Yunnan — a più di 1.600 chilometri da Wuhan. Ho fatto notare come l’attività di “guadagno di funzione” in laboratorio può produrre patogeni più letali, e che i laboratori più importanti, inclusi alcuni negli Stati Uniti, hanno sofferto fuoriuscite accidentali.

Il vicedirettore di punta del CDC Anne Schuchat ha detto che, in base alle informazioni di cui era a conoscenza, il virus era di “origine zoonotica”. A inoltre detto, a riguardo delle attività sul guadagno di funzione nei laboratori, che è importante “proteggere i ricercatori e i loro assistenti di laboratorio tanto quanto la comunità circostante e che usiamo la scienza a beneficio delle persone”.

Ho replicato chiedendo se l’imputata origine in natura potesse non precludere che questo virus potesse essere potuto passare attraverso un laboratorio, in quanto un laboratorio potrebbe aver acquisito un virus da un pipistrello per poi lavorarci. Schuchat ha risposto ai giornalisti assembrati dicendo che “molto spesso emergono dicerie che poi acquisiscono vita propria”, senza però rispondere direttamente alla domanda. Ha inoltre voluto evidenziare come durante l’epidemia di ebola nel 2014 alcuni osservatori avevano indicato i laboratori nell’area come una possibile causa, e come questo “fosse stato un pettegolezzo che dovette essere smentito per cercare di tenere l’epidemia sotto controllo”. Ha ribadito: “Per cui, per quel che ne so, posso dirvi che le circostanze riguardanti l’origine sembrano proprio quelle da animali ad esseri umani. Ma ho sentito la domanda.”

Questo non è un pettegolezzo. È un fatto: i laboratori lavorano con patogeni pericolosi. Sia gli Stati Uniti che la Cina hanno programmi a duplice uso per la bioguerra/biodifesa. La Cina ha importanti strutture a Wuhan — un laboratorio con livello biosicurezza 4 e un laboratorio con livello biosicurezza 2. Dai laboratori ci sono fuoriuscite. Gran parte della discussione su questo serio e mortale argomento è disturbata da critiche mirate ad evitare o schivare la domanda sui guadagni di funzione. L’emittente televisiva ABC ha mandato in onda il 27 marzo un servizio intitolato: “Sorry, Conspiracy Theorists. Study Concludes COVID-19 ‘Is Not a Laboratory Construct’” [Ci dispiace, complottisti. Uno studio conclude che il COVID-19 ‘non è stato creato in laboratorio]. Il servizio non ha preso in considerazione la possibilità che il virus possa essere stato trovato in natura, studiato in laboratorio e poi rilasciato.

Il 21 marzo il giornale USA Today ha pubblicato un pezzo intitolato “Fact Check: Did the Coronavirus Originate In a Chinese Laboratory?” [Controllo fatti: ha il coronavirus avuto origine in un laboratorio cinese?] — e lo ha dichiarato “FALSO”.

La storia del USA Today è basata sul Washington Post, che il 17 febbraio ha pubblicato un articolo ampiamente citato intitolato, “Tom Cotton keeps repeating a coronavirus conspiracy theory that was already debunked” [Tom Cotton continua a ripetere un complottismo sul coronavirus che è già stato smentito]. L’articolo riporta commenti resi pubblici da parte del professore di biologia chimica della Rutgers University Richard Ebright, ma fuori dal loro contesto e solo in parte. Specificatamente, la storia cita un tweet di Ebright dove dice che il coronavirus non è “una bioarma ingegnerizzata”. Infatti, la citazione completa include la chiarificazione che il virus potrebbe essere “entrato in circolazione nella popolazione tramite un incidente di laboratorio”. (Una mail con richiesta di chiarificazione inviata al giornalista del Post Paulina Firozi non ha avuto risposta.)

Bioingegnerizzata ≠ Da un laboratorio

Da allora altri pezzi del Post (alcuni in gran parte basati sulle dichiarazioni di funzionari del governo degli Stati Uniti) hanno convogliato il pensiero di Ebright, ma c’è di peggio. In uno scambio privato, Ebright — il quale, nuovamente, ha chiaramente detto che il coronavirus tecnicamente non è stato bioingegnerizzato usando sequenze di coronavirus conosciute — ha dichiarato che altri tipi di manipolazioni in laboratorio potrebbero aver causato l’attuale pandemia. Questo va contro la maggior parte di ciò viene riportato dalla stampa, che forse è troppo scientificamente illetterata per percepirne la differenza.

In risposta al suggerimento che il nuovo coronavirus potrebbe essere arrivato con metodi diversi dalla bioingegnerizzazione — da parte del dottor Meryl Nass, che ha condotto lavoro innovativo sulla bioguerra — Ebright ha detto in una mail:

La sequenza genetica del SARS-CoV-2 non riscontra tracce di manipolazione umana.

Questo elimina quei tipi di ricerca sui guadagni di funzione (GoF) che lascia tracce di manipolazione umana nelle sequenze genetiche (e.g. utilizzo di metodi di DNA ricombinante per la costruzione di virus chimerici), ma non elimina tipi di ricerca GoF che non lascia tracce (e.g. passaggi seriali negli animali).

Molto facile immaginare l’equivalente dei “10 passaggi nei furetti” di Fouchier con il virus influenzale H5N1, ma, in questo caso, con 10 passaggi in primati non umani con coronavirus di pipistrelli RaTG13 o coronavirus di pipistrelli KP876546.

L’ultimo paragrafo è molto importante. Si riferisce al virologo Ron Fouchier del Erasmus Medical Center a Rotterdam, che ha fatto ricerche sull’incremento intenzionale del tasso di mutazioni virali facendo passare il virus sequenzialmente da un’animale all’altro. Il New York Times ha scritto di questo in un’editoriale del gennaio 2012, mettendo in guardia contro “Un giudizio universale ingegnerizzato”.

“Ora gli scienziati finanziati dall’Istituto nazionale della sanità” hanno creato un “virus che può uccidere decine di o centinaia di milioni di persone” se dovesse scappare dal suo confinamento, ha scritto il Times. La storia continua:

Lavorando con i furetti, l’animale che reagisce all’influenza più similarmente agli esseri umani, i ricercatori hanno scoperto che con solo cinque mutazioni genetiche il virus è stato capace di diffondersi nell’aria da un furetto all’altro pur mantenendo la sua letalità. Uno studio separato dell’università del Wisconsin, del quale poco si sa pubblicamente, ha prodotto un virus che pare sia meno virulento.

La parola “ingegneria” nel titolo del New York Times è tecnicamente scorretta, visto che il far passare un virus tra animali non è “ingegneria genetica”. Questa stessa distinzione ha ostacolato la comprensione di alcune delle possibili origini dell’attuale pandemia.

Il lavoro sull’influenza da parte di Fouchier, che ha reso più virulento un virus H5N1 tramite la ripetuta trasmissione tra singoli furetti, ha brevemente generato onde sismiche nei media. “Rinchiuso nell’addome di un edificio medico universitario qui, e accessibile solo ad una manciata di scienziati, vi è un virus creato dall’uomo che se venisse liberato potrebbe cambiare la storia del mondo”, scrisse la rivista Science nel 2011 in una articolo intitolato “Scientists Brace for Media Storm Around Controversial Flu Studies” [Gli scienziati si preparano alla tempesta mediatica su i controversi studi influenzali]. L’articolo continua:

Il virus è un ceppo dell’influenza aviaria H5N1 che è stato modificato geneticamente ed è ora trasmissibile tra furetti, gli animali che maggiormente mimano la reazione umana all’influenza. Gli scienziati credono che se scaturisse in natura o venisse rilasciato il patogeno potrebbe dare adito ad una pandemia influenzale, possibilmente con milioni di morti.

In un ufficio al 17° piano dello stesso edificio, il virologo Ron Fouchier dell’Erasmus Medical Center spiega con calma perché il suo gruppo ha creato quello che lui dice sia “probabilmente uno dei virus più pericolosi che si possa fare” — e perché vuole pubblicare la ricerca che descrive il come l’ha fatto. Anche Fouchier si sta preparando ad una tempesta mediatica. Dopo aver parlato ieri con ScienceInsider, è andato ad un appuntamento con un’ufficiale della stampa istituzionale per pianificare una strategia comunicativa.

La ricerca di Fouchier è uno di due studi che hanno provocato un intenso dibattito su i limiti della libertà scientifica e che potrebbe presagire cambiamenti nel modo in cui i ricercatori negli Stati Uniti gestiscono la cosiddetta ricerca a duplice uso: studi che potrebbero comportare un pubblico beneficio ma potrebbero anche essere utilizzati per scopi nefasti come la bioguerra o il bioterrorismo.

Nonostante le obiezioni, la ricerca di Fouchier è stata pubblicata da Science nel giugno del 2012. Intitolata “Airborne Transmission of Influenza A/H5N1 Virus Between Ferrets [La trasmissione aerotrasportata del virus influenzale A/H5N1 tra i furetti], essa riassume come il gruppo di ricerca di Fouchier è riuscita a rendere più virulento il patogeno:

Il virus dell’altamente patogena influenza aviaria A/H5N1 può causare morbosità e mortalità negli esseri umani anche se, fino ad ora, non ha acquisito la capacità di trasmettersi per via aerea o tramite goccioline respiratorie (“trasmissione aerotrasportata”) negli esseri umani. Per evitare il rischio che il virus possa acquisire questa capacità in natura, abbiamo modificato geneticamente il virus A/H5N1 tramite mutagenesi sito-diretta e ulteriori passaggi seriali nei furetti. Il virus A/H5N geneticamente modificato ha subito mutazioni durante il passaggio tra i furetti, diventando eventualmente trasmissibile per via aerea nei furetti.

In altre parole, la ricerca di Fouchier ha preso un virus influenzale che non esibiva trasmissione aerea, poi ha infettato un certo numero di furetti fino a quando non è mutato al punto che fosse trasmissibile nell’aria.

Nello stesso anno, il 2012, un simile studio da parte di Yoshihiro Kawaoka all’università del Wisconsin e stato pubblicato su Nature:

I virus altamente patogeni A dell’influenza aviaria H5N1 occasionalmente infettano gli esseri umani, ma al momento non si trasmettono tra esseri umani con facilità. … Qui valutiamo i cambiamenti molecolari … che consentirebbero ad un virus … di potersi trasmettere nei mammiferi. Abbiamo identificato un … virus … con quattro mutazioni ed i restanti sette segmenti genetici di un virus H1N1 proveniente da una pandemia del 2009 — capace di trasmissione aerotrasportata in un modello con furetti.

Nel 2014, a riguardo del lavoro di Fouchier e Kawaoka, Marc Lipsitch di Harvard e Alison P. Galvani di Yale scrissero:

I recenti esperimenti atti a create nuovi, altamente virulenti e trasmissibili patogeni contro cui non esiste immunità umana non sono etici … essi pongono un rischio di rilascio accidentale e intenzionale che, se ci fosse una diffusione estesa del nuovo agente, potrebbe costare molte vite. Anche se una tale fuoriuscita in quei laboratori che conducono ricerche con stringenti procedure di biosicurezza è improbabile, finanche una bassa possibilità dovrebbe essere presa seriamente in considerazione, vista la scala di distruzione nel caso tale improbabile evento dovesse accadere. Inoltre, il rischio si moltiplica man mano che il numero di laboratori che effettuano tali ricerche aumenta nel globo.

Visto tale rischio, i principi etici, come quelli esistenti nel Codice di Norimberga, dettano che questo tipo di esperimenti debba essere ammissibile solo se si ottengono benefici per l’umanità commensurati al rischio, e solo se questi benefici non possano essere ottenuti con metodi meno rischiosi.

Noi sosteniamo che i due principali benefici rivendicati per questi esperimenti — miglior design di vaccini e migliore interpretazione della sorveglianza — non possono essere facilmente ottenuti con la creazione di patogeni potenzialmente pandemici (PPP), spesso chiamati esperimenti di guadagno di funzione (GoF).

Sembrerebbe esserci una nozione alquanto diffusa dell’esistenza di un consenso scientifico sul fatto che la pandemia non abbia avuto origine in un laboratorio. Ma infatti molti dei più esperti scienziati nel campo sono particolarmente silenziosi. Essi includono Lipsitch di Harvard, Jonathan A. King del MIT e molti altri.

Solamente l’anno scorso, Lynn Klotz del Center for Arms Control and Non-Proliferation [Centro per il controllo degli armamenti e non-proliferazione] ha pubblicato una ricerca sul Bulletin of the Atomic Scientists [Bollettino degli scienziati atomici] intitolato “Human Error in High-biocontainment Labs: A Likely Pandemic Threat” [Errore umano nei laboratori ad alto biocontenimento: una probabile minaccia pandemica]. Klotz scrisse:

Incidenti che causano potenziali esposizioni a patogeni accadono frequentemente nei laboratori ad alta sicurezza spesso riconosciuti dagli acronimi BSL3 (livello biosicurezza 3) e BSL4. Incidenti nei laboratori che producono inosservate o non riportate infezioni acquisite in laboratorio possono provocare il rilascio di una malattia nella comunità al di fuori del laboratorio stesso; gli operatori di laboratorio con tali infezioni usciranno dal posto di lavoro portando i patogeni con se. Se l’agente in questione fosse un patogeno potenzialmente epidemico, un tale rilascio nella comunità potrebbe portare and una pandemia mondiale con molti incidenti mortali. La maggior preoccupazione è il rilascio di un virus di influenza aviaria altamente patogeno creato in laboratorio, trasmissibile per via aerea tra i mammiferi, come i virus trasmissibili per via aerea H5N1 creati nei laboratori di Ron Fouchier in Olanda e Yoshihiro Kawaoka in Madison, Wisconsin.

“Pazzesca, pericolosa”

Boyle, un professore di diritto internazionale all’università dell’Illinois, ha condannato senza mezzi termini Fouchier, Kawaoka e altri — incluso almeno uno degli autori del recente articolo su Nature Medicine, chiamando questo tipo di attività una “associazione a delinquere”. Boyle è stato coinvolto in numerose controversie ed è stato particolarmente criticato da molti su questa questione. Snopes, il sito internet che si occupa di controllare la veridicità dei fatti, lo ha descritto “un avvocato senza alcuna qualifica in virologia” — senza riportare come lui abbia scritto il principale disegno di legge degli Stati Uniti in questo campo.

Come Boyle ha scritto nel 2015:

Dall’11 settembre 2001 abbiamo speso circa 100 miliardi di dollari per la guerra biologica. Adesso in questo paese abbiamo effettivamente un’industria di guerra biologica offensiva che viola la Convenzione sulle armi biologiche e la legge anti-terrorismo con armi biologiche del 1989 da me scritta.

La proposta di legge di Boyle dice: “Chiunque coscientemente sviluppi, produca, ammassi, trasferisca, acquisisca, conservi, o possieda qualsiasi agente biologico, tossina, o sistema di consegna per uso bellico, o coscientemente assista uno stato estero o qualsiasi organizzazione a far ciò, sarà multato in base a questo articolo o imprigionato a vita o qualsiasi altro numero di anni, o entrambi. Vi è giurisdizione federale extraterritoriale per le violazioni presenti in questo paragrafo commesse da o contro un cittadino degli Stati Uniti”.

Boyle mise anche in guardia:

La Russia e la Cina hanno indubbiamente raggiunto la medesima conclusione a cui io sono arrivato tramite le stesse fonti pubbliche disponibili, e hanno reagito di conseguenza. Per cui ciò a cui il mondo sta assistendo è una corsa alla guerra biologica offensiva a tutto campo tra le maggiori potenze militari del mondo: Stati Uniti, Russia, Gran Bretagna, Francia, Cina, Israele, tra gli altri.

Abbiamo ricreato quell’industria di guerra biologica offensiva che avevamo dispiegato in questo paese prima della sua proibizione con la Convenzione sulle armi biologiche del 1972, e descritta da Seymour Hersh nel suo scoop “Chemical and Biological Warfare: America’s Hidden Arsenal” [Guerra chimica e biologica: l’arsenale americano nascosto]. (1968)

Boyle dice ora di essere stato “marginalizzato” dai media su questa questione, nonostante lui abbia scritto la legislazione più importante a questo riguardo. Il gruppo con cui ha lavorato alla legislazione, il Council for Responsible Genetics [Consiglio per la genetica responsabile], si è sciolto alcuni anni fa, rendendo le opinioni di Boyle sulla biodifesa ancor più marginalizzate mentre i fondi governativi per l’attività di duplice uso continuano ad essere versati e i critici all’interno della comunità scientifica sono piombati nel silenzio. Di converso, le sue denunce sono diventate ancor più radicali.

Nel libro Preventing a Biological Arms Race [Prevenire una corsa alle armi biologiche] del 1990, la studiosa Susan Wright aveva sostenuto che le attuali leggi sulle armi biologiche erano insufficienti, in quanto esistevano “progetti dove gli aspetti offensivi e difensivi possono essere distinti solo in base alle motivazioni addotte. Boyle fa notare, correttamente, che il suo corrente disegno di legge non fa eccezioni sul lavoro “difensivo”, ma solo per “profilattico, protettivo o altri motivi pacifici”.

Mentre Boyle è particolarmente vociferante con le sue condanne, non è il solo. C’è stata un’irregolare, ma occasionale attenzione mediatica su questa minaccia. Il Guardian ha fatto uscire un pezzo nel 2014, “Scientists condemn ‘crazy, dangerous’ creation of deadly airborne flu virus” [Scienziati condannano la ‘pazzesca, pericolosa’ creazione di mortali virus influenzali aerotrasportati], dopo che Kawaoka aveva creato un virus pericoloso per la vita che “è molto simile al ceppo influenzale della spagnola del 1918 che secondo le stime uccise 50 milioni di persone”:

“Il lavoro che stanno facendo è assolutamente pazzesco. Tutto questo è estremamente pericoloso”, ha detto Lord May, l’ex-presidente della Royal Society e per una volta capo consigliere scientifico del governo britannico. “Sí, c’è un pericolo, ma non proviene da i virus la fuori tra gli animali, proviene dai laboratori di persone grossolanamente ambiziose”.

Le carica di Boyle all’inizio di quest’anno secondo sul fatto che il coronavirus sia stato bioingegnerizzato — accuse recentemente ricalcate dal virologo francese e premio Nobel Luc Montagnier — non sono state corroborate da alcun risultato reso pubblico da alcun scienziato statunitense. Boyle insiste sul fatto che scienziati come Ebright, della Rutgers, sono compromessi perché l’università ha ricevuto un laboratorio biosicurezza 3 nel 2017 — anche se Ebright è forse il più vocale ed eminente critico di tale ricerca tra gli scienziati negli Stati Uniti. Queste e altre controversie a parte, le preoccupazioni di Boyle su i rischi della guerra biologica sono legittime; infatti, Ebright le condivide.

Alcune delle voci più sonore a riguardo delle origini del nuovo coronavirus hanno cercato di minimizzare i rischi delle attività di laboratorio, o si sono concentrate quasi esclusivamente su i “mercati umidi” o gli animali “esotici” come probabile causa.

I media hanno osannato Laurie Garrett, l’autrice vincitrice del premio Pulitzer e membro senior del Council on Foreign Relations [Consiglio sulle relazioni straniere], quando il 3 marzo ha dichiarato su Twitter (con un tweet poi cancellato) che l’origine della pandemia era stata scoperta: “Sono i pangolini. #COVID19 Ricercatori hanno studiato tessuti polmonari di 12 dei mammiferi a scaglie che erano stati trafficati illegalmente in Asia e hanno trovato #SARSCoV2 in 3. Gli animali sono stati trovati a Guangxi, Cina. Un altro campione contrabbandato +virus trovato a Guangzhou.”

Fu rapidamente corretta da Ebright: “Totalmente privo di senso. Hai per lo meno letto l’articolo? Il riportato coronavirus nei pangolini non è SARS-CoV-2 e non è nemmeno particolarmente simile al SARS-CoV-2. Il coronavirus RaTG13 nei pipistrelli assomiglia molto di più al SARS-Cov-2 (identico al 96,2%) del riportato coronavirus nei pangolini (identico al 92,4%).” Aggiunge: “Non c’è ragione di invocare i pangolini come intermediari. Quando A è più simile di B a C, in assenza di ulteriori dati, non c’è base razionale per favorire il percorso A>B>C rispetto al percorso A>C.” Quando qualcuno ha chiesto cosa Garrett stesse dicendo, Ebright ha risposto: “Sta dicendo che è scientificamente illetterata.”

Il giorno dopo, Garrett si è corretta (senza riconoscere Ebright): Ho bombato sulla ricerca sui #pangolini, e poi ho fatto pausa con Twitter per qualche ora. NON dimostra le specie = fonte di SARSCoV2. Adesso c’è un fiume di critiche, che denunciano me e il mio post meritatamente. Molte delle critiche sono ultra-informative per cui lascio perdere il tutto x un po’.”

Almeno un funzionario cinese ha risposto alle accuse che i laboratori di Wuhan potrebbero essere la fonte della pandemia suggerendo che forse gli Stati Uniti potrebbero esserne responsabili. Nei media americani principali ciò è stato trattato riflessivamente come una cosa ancor più ridicola di quella secondo cui il virus sia potuto provenire da un laboratorio.

Ovviamente le accuse del governo cinese non andrebbero accettate in blocco, ma neanche quelle del governo statunitense — specialmente visto il fatto che i laboratori del governo degli Stati Uniti erano la fonte degli attacchi di antrace nel 2001. Questi attacchi misero gli Stati Uniti nel panico e chiusero il parlamento, consentendo all’amministrazione Bush di promulgare il PATRIOT Act e di accelerare le invasioni dell’Afghanistan e dell’Irak. Infatti, nell’ottobre del 2001, i tesorucci dei media Richard Butler e Andrew Sullivan propagandarono a favore della guerra all’Irak a causa degli attacchi di antrace. (Ne l’Irak ne al-Qaeda ci avevano a che fare.)

Gli attacchi di antrace del 2001 hanno fornito il pretesto principale per l’aumento dei finanziamenti ai biolaboratori avvenuti da allora, anche se apparentemente ebbero origine in un laboratorio degli Stati Uniti o di un alleato. Infatti, quegli attacchi rimangono avvolti nel mistero.

Il governo degli Stati Uniti ha anche montato elaborate coperture per distrarre dalle proprie attività con le bioarmi. Per esempio, il governo degli Stati Uniti ha sostenuto con infamia che la morte di Frank Olson nel 1953, uno scienziato a Fort Detrick, Maryland, sia stata causata da un esperimento con l’LSD andato male; sembra adesso che si sia trattato di un esecuzione per coprire la guerra biologica statunitense.

Cause dell’attuale pandemia a parte, c’è bisogno di molto maggiore scrutinio di questi laboratori per la bioguerra/biodifesa. C’è bisogno che la richiesta di una loro chiusura da parte di Boyle ed di altri venga chiaramente presa in considerazione— e va fatta luce sul tipo di ricerca che viene precisamente fatta.

La segretezza di questi laboratori potrebbe per sempre impedirci di conoscere con certezza le origini dell’attuale pandemia. Quello che sappiamo è che questo  interferenze climatiche umane, ma la scienza ci dice che l’attività umana aumenta la probabilità di uragani più intensi. Questo ci riporta all’imperativo di dover interrompere quei tipi di attività che pongono questi rischi in primo luogo.

Se ciò non avviene, la gente del pianeta sarà alla mercé delle macchinazioni e degli errori di stati attori che stanno giocando col fuoco per i loro interessi geopolitici.

I would like to share with whoever is inclined a question which I have not stopped reflecting upon for more than a month now. How could it happen that an entire country has ethically and politically crumbled in the face of a disease without realizing it? The words I have used to formulate this question have been carefully  evaluated one by one. The measure of the abdication of our ethical and political principles is, in fact, very simple: we must ask ourselves what is the limit beyond which we are not willing to renounce them. I believe that the reader who will make the effort to consider the following points will have to convene that – without realizing it or pretending not to realize it – the threshold that separates humanity from barbarism has been crossed.
1) The first point, perhaps the gravest, has to do with the bodies of those who have died. How could we accept, solely in the name of a risk that was not possible to be properly assessed, that people who are dear to us and human beings in general not only would die alone, but – something that had never happened in history, from Antigone to this day – that their cadavers could be burned without a funeral?
2) We have then accepted without too many problems, solely in the name of a risk that was not possible to be properly assessed, to limit our freedom of movement in a manner that had never happened before in the history of the country, not even during the two World Wars (the curfew during the war was limited to specific hours). We have consequently accepted, solely in the name of a risk that was not possible to be properly assessed, to factually suspend our relations of love and friendship, because our fellow human had become a possible source of contagion.
3) This could have happened – and here we touch the root of the phenomenon – because we have split the unity of our vital experience, which has inseparably always been both corporal and spiritual, in a purely biological entity on one side and in an affective and cultural life on the other. Ivan Illich has shown, as David Cayley has recently reminded us here, the responsibilities of modern medicine in this split, which is given for granted but it is instead the greatest of abstractions. I know very well that this abstraction has been realized by modern science through the devices of reanimation, which can keep a body in a purely vegetative state.
But if this condition extends itself beyond its proper spatial and temporal boundaries, as we are trying to do today, and becomes a sort of principle of social behavior, we fall into contradictions from which it is impossible to escape.
I know that someone will rush to answer that we are dealing with a condition that is limited in time, after which everything will return as it was before. It is very peculiar that this can be repeated if not in bad faith, since the very authorities that have proclaimed the emergency do not stop reminding us that when the emergency will be overcome, it will be necessary to observe the very same directives of “social distancing,” as it has been called with a significant euphemism, will be the new organizing principle of society. And, in any case, that which, in good or bad faith, we have accepted to endure will not be possible to be erased.

I cannot, at this point, since I have indicted the responsibilities of each one of us, not mention the even graver responsibilities of those who should have had the task of watching over human dignity. First of all the Church, who, becoming the handmaid of science, which has become the true religion of our times, has radically disowned its most essential principles. The Church, under a Pope named Francis, has forgotten that Francis embraced lepers. It has forgotten that one of the tasks of mercifulness is that of visiting the sick. It has forgotten that martyrs teach us that one must be ready to sacrifice one’s life rather than one’s faith and that to abandon one’s fellow human means abandoning one’s faith.
Another category that has failed its own duties is that of jurists. We have for a while become used to the thoughtless use of emergency decrees through which executive power effectively substitutes itself to legislative power, abolishing the principle of the separation of powers which defines a democracy. But in this case every limit has been surpassed, and we have the impression that the words of the Prime Minister and the head of Civil Protection have, as it was said in regard to those of the Führer, immediately the power of law. And it cannot be envisioned how, once the temporal limit of the emergency decrees will be reached, the limitations of liberty could be, as it is announced, maintained. With what judicial devices? With a permanent state of exception? It is the duty of jurists to verify that constitutional rules are respected, but jurists are silent. Quare silete iuristae in munere vestro?

I know that someone will inevitably respond that this undoubtedly grave sacrifice has been done in the name of moral principles. To them I would like to remind that Eichmann, apparently in good faith, would not tire to repeat that he did what he did according to conscience, to obey what he believed to be the precepts of Kantian moral. A norm that affirms that we must renounce the good to do good, is just as false and contradictory as the one that, to protect liberty, imposes the renunciation of liberty.

The fact that science has become the religion of our times, that which people believe to believe, has been evident for some time by now. Within the modern West have coexisted and, in certain measure, still coexist three great systems of belief: Christianity, capitalism and science. In the history of modernity, these three “religions” have necessarily crossed one another multiple times, conflicting from time to time and then reconciling in various ways, until they progressively reached a sort of pacific, articulate coexistence, if not a real and actual collaboration in the name of a common interest.
What is new is that between science and the other two religions a subterranean and implacable conflict has reignited, whose victorious outcomes for science are today under our own eyes and which determinate, in a manner unheard of before, every aspect of our existence. This conflict does not concern, as it happened in the past, the theory and the general principles, but, so to speak, the cultual praxis. Even science, in fact, like every religion, knows different forms and levels through which it organizes and ordains its own structure: to the elaboration of a subtle and rigorous dogmatic corresponds in praxis an extremely ample and capillary cultual sphere that coincides with what we call technology.
It does not surprise that the protagonist of this new war of religion is that part of science where the dogmatic il less rigorous and where the pragmatic aspect is stronger: medicine, whose immediate object is the living body of human beings. Let’s try to fixate the essential characters of this victorious faith with which we will increasingly have reckon with.

1) The first character is that medicine, like capitalism, does not need a special dogmatic, but limits itself to borrowing its fundamental concepts from biology. Differently than biology, however, it articulates these concepts in a gnostic-Manichean sense, that is, according to an exasperated dualistic. There is a god or a malignant principle, the disease, indeed, whose specific agents are bacteria and viruses, and a god or a benefic principle, which is not to be healthy, but healing, whose cultual agents are doctors and therapy. Like in every gnostic faith, the two principles are clearly separated, but in practice they can contaminate one another and the benefic principle and the doctor who represents it can make mistakes and unknowingly collaborate with their enemy, without invalidating in any way the dualistic reality and the necessity of the cult through which the benefic principle fights its battle. And it is significant that the theologians who must secure its strategy are the representatives of a science, virology, that does not have a proper place, but that situates itself at the border between biology and medicine.

2) If until now this cultural practice was, like any liturgy, episodic and limited in time, the unexpected phenomenon we are witnessing is that it has become permanent and all pervasive. It is no longer the case of having to take medicines or to undergo a medical examination or a surgery when necessary: the entire life of human beings must become in every instant the site of an uninterrupted cultual celebration. The enemy, the virus, is always present and must be incessantly combated and without possible truce. Even the Christian religion knew similar totalitarian tendencies, but these interested only certain individuals — particularly the monks — who chose to put their entire existence under the banner “pray incessantly.” Medicine as religion gathers this Paulinian precept and, at the same time, turns it on its head: where monks gathered in convents to pray together, now the cult must be practiced just as assiduously, but maintaining separation and distance.

3) The cultual practice is no longer free and voluntary, only exposed to sanctions of a spiritual order, but must be made normatively compulsory. The collusion between religion and profane power is not certainly a new fact; completely new is, however, that this no longer entails, as it happened with heresies, the professing of dogmas, but the celebration of cult exclusively. The profane power must vigil that the liturgy of the medical religion, which now coincides with the entirety of life, must be punctually observed in fact. The fact that this is a cultual practice and not a rational scientific necessity is immediately evident. The most frequent cause of mortality in our country are by far cardiovascular diseases and it is known that these could be reduced by practicing a healthier lifestyle and by following a particular diet. But no doctor has ever thought that these types of lifestyle and diet, that they recommended to patients, would become the object of a legal norm, which would decree ex lege what must be eaten and how people must live, transforming the entire existence into a sanitary obligation. Exactly this has been done and, at least for now, people have accepted, as if this was obvious, to renounce to their own freedom of movement, to work, to friendships, to loves, to social relationships, to their religious and political convictions.
It is measured here how the other two religions in the West, the religion of Christ and the religion of money, have ceded primacy, apparently without a fight, to medicine and science. The Church has purely and simply reneged its principles, forgetting that the saint whose name the actual pontiff has taken hugged lepers, that one of mercy’s deeds was to visit the sick, that sacraments can only be administered in presence. For its part capitalism, while with some protestation, has accepted a loss in productivity that had never dared to take into account, probably hoping to find an agreement with the new religion later on, which seems to be willing to compromise on this point.

4) The medical religion has harvested without reservations the eschatological instance from Christianity that itself had dropped. Capitalism already, secularizing the theological paradigm of salvation, had eliminated the idea of an end of times, substituting it with a permanent state of crisis, with neither redemption nor end. Krisis is at its origin a medical concept, that within the Hippocratic corpus designated the moment when the doctor decided if the patient would have survived the disease. Theologians have resumed the term to indicate the final Judgment that takes place on the last day. If one observes the state of exception that we are living in, one would say that the medical religion conjugates together capitalism’s perpetual crisis with the Christian idea of end times, of an eschaton where the extreme decision is always in progress and the end is both precipitated and delayed, in the incessant attempt to govern it, but without ever resolving it once and for all. It is the religion of a world that feels to have reached the end and nevertheless is unable, like the Hippocratic doctor, to decide if it will survive or die.

5) Like capitalism and differently than Christianity, the medical religion does not offer a perspective of salvation and of redemption. On the contrary, the healing it aims at cannot be other than provisional, since the evil God, the virus, cannot be eliminated once and for all, but mutates continuously and always assumes new forms, presumably more dangerous. The epidemic, as the etymology of the terms suggests (in Greek demos are the people as political body and polemos epidemios is the name for civil war in Homer), is above all a political concept, that is soon to become the new terrain of world politics — or of the non-politics. It is possible, however, that the epidemic we are living in is the realization of the global civil war that according the most attentive political scientists has replaced the traditional world wars. All of the nations and all of the people are now endurably at war with themselves, because the invisible and elusive enemy they are fighting is inside ourselves.

As it has happened many times through history, philosophers will have to enter again into conflict with religion, which is no longer Christianity, but the science or that part of it that has assumed the shape of a religion. I do not know if stakes will be lit or if books will be singled out again, but certainly the thinking of those who will continue to search for the truth and refuse the dominant lie, as it is already happening under our own eyes, will be excluded and accused of diffusing false news (news, not ideas, since news are more important than reality!). Like in every moment of emergency, real or simulated, we will see once again the slandering of philosophers by the ignorant and the rascals trying to profit from the disasters they themselves have created. All this has already happened and will continue to happen, but those who testify for the truth will not stop doing it, because no one can testify for the witness.

As expected, the Phase 2 confirms, by government decree, more or less the same diminutions of constitutional freedoms that can only be curtailed by law. But no less important is the limitation of a human right which is not enshrined in any constitution: the right to truth, the need of a true word.
What we are living in, before it being an unprecedented manipulation of everyone’s freedom, is, in fact, a gigantic operation of falsification of truth. If people agree to limit their personal liberty, this happens, in fact, because they accept without any verification the data and opinions that are provided by the media. Advertising had accustomed us for some time to discourses that were more effective because they did not pretend to be true. And for some time even political consensus was granted without deep conviction, assuming somehow that in electoral speeches truth was not into question. What is now happening under our own eyes is, however, something new, if only because with the truthfulness or the falsehood of the discourse that is currently passively accepted our very way of living, our whole, daily existence is at stake. For this reason, it would be urgent for everyone to try testing what is being proposed to them to at least an elementary verification.
I was not the only one to note that the data on the epidemic are provided in a generic manner and without any scientific criteria. From the epistemological point of view, it is obvious, for example, that to provide a number of deaths without relating it to the annual mortality rate for the same period and without specifying the effective cause of death has no meaning. Yet, this is exactly what is being done every day apparently without anyone noticing. This is even more surprising since the data that enable a verification are available to whomever would like to access them and I have already cited in this column the report by the president of ISTAT [Italian National Institute of Statistics] Gian Carlo Blangiardo that shows how the number of deaths by Covid-19 is inferior to the deaths by respiratory diseases in the previous two years. And yet, however unequivocal, it is as if this relationship did not exist, just as it has not been taken into consideration the fact, although declared, that even the positive patient who died by heart attack or any other cause is presumed to have died by Covid-19. Why, even when falsehood is documented, it is still believed? It could be said that a lie is assumed to be true exactly because, like advertising, it does not bother to hide its own falsity. As it happened for the first World War, the war against the virus can provide only false reasons.
Humanity is entering a phase of its history where truth is reduced to a moment within the movement of falsehood. True is that false discourse which must be assumed to be true even when its untruthfulness is demonstrated. But in this manner it is language itself as the site of the manifestation of truth that is being confiscated from human beings. Now they can only silently observe this movement — true because it is real — of the lie. For this reason, to stop this movement it is necessary for everyone to have the courage to search uncompromisingly for the most precious commodity: a true word.
